Boy, 7, Killed After Stepping Off Bus With Mum

A seven-year-old boy has been killed after he stepped off a bus with his mother.

Nathan Smith was hit by a Peugeot van and was taken to hospital with serious injuries where he later died.

The boy, who was from Lingdale, in Redcar and Cleveland, was on Boosbeck High Street when the incident happened on Friday night.

A 22-year-old man has been arrested on suspicion of causing death by dangerous driving and has been bailed.

Cleveland Police have appealed for any witnesses, particularly anyone on the 4B Arriva bus to Skelton, to come forward to assist their investigation.

Patient Neglect To Be Made A Criminal Offence

Wilful neglect of patients will be made a criminal offence under NHS reforms being introduced in the wake of the Mid Staffs and other care scandals.

Prime Minister David Cameron said health workers who mistreated and abused patients would face "the full force of the law" in a package of measures to be unveiled next week.

The offence will be modelled on laws against the wilful neglect of adults under the Mental Capacity Act, punishable by fines or up to five years in prison.

The move was one of the central recommendations of a patient safety review commissioned by ministers in the wake of findings that there were up to 1,200 excess deaths at Mid Staffordshire NHS Foundation Trust.

It was led by Professor Don Berwick, a former adviser to US President Barack Obama, who said it was needed to target the worst cases of a "couldn't care less" attitude that led to "wilful or reckless neglect or mistreatment".

Mr Cameron said: "The NHS is full on brilliant doctors, nurses and other health workers who dedicate their lives to caring for our loved ones.

"But Mid-Staffordshire hospital showed that sometimes the standard of care is not good enough.

"Never again will we allow substandard care, cruelty or neglect to go unnoticed and unpunished.

"This offence will make clear that neglect is unacceptable and those who do so will feel the full force of the law."

Afghanistan Bomb: Car Blast Near Talks Venue

A suicide bomber has detonated an explosives-packed car in west Kabul near a compound where Afghan elders will debate a security pact with the US next week.

At least six people were killed and 22 wounded in the blast, said Sediq Sediqqi, an Interior Ministry spokesman. He said the casualties included soldiers and civilians.

Around 2,500 tribal elders and civil leaders are expected to take part in an assembly known as a "loya jirga" next Thursday, to decide whether to accept the draft Bilateral Security Agreement between Afghanistan and the US.

Nasrullah, a witness, said: "I heard a big bang near the jirga site, later saw ambulances carrying people in blood. I saw at least three wounded in army uniforms."

A statement issued by the Afghan interior ministry said the attacker was being pursued by security forces shortly before the explosion.

"The attacker driving a vehicle had been identified and was being pursued by security forces. He detonated himself after police opened fire on his vehicle."

Earlier in the day, President Hamid Karzai called on the Taliban and their allies to join the assembly.

He said: "We invite them, please come to this national jirga of Afghanistan, raise your voice, raise your objection, and share your views."

The draft pact was hammered out in Kabul last month during a visit by US Secretary of State John Kerry.

But he left without a final deal as Afghan President Hamid Karzai said only a jirga had the authority to decide the contentious issues.

These include a US demand to retain legal jurisdiction over its troops in Afghanistan, which would give them immunity from Afghan law. The request emerged as the main sticking point after Mr Kerry's visit.

The Taliban, whose government was toppled by a US-led invasion in 2001, has rejected the jirga and warned members that they would be punished as "traitors" if they endorsed the deal.

If the agreement is passed by both loya jirga and parliament, between 5,000 and 10,000 US troops would stay in Afghanistan to help fight al Qaeda remnants and train the national army.

Washington had been pushing for the agreement to be signed by the end of October to allow the US-led Nato coalition to plan the withdrawal of its 75,000 combat troops by December 2014.

The collapse of a similar security agreement with Iraq in 2011 led to the US pulling all its troops out of the country, which is currently suffering its worst sectarian violence since 2008.

Bodybuilding Obsession Leading To 'Bigorexia'

A potentially dangerous obsession with bodybuilding is increasing among men, according to experts.

Muscle dysmorphia has been described as a reverse form of anorexia, with sufferers believing they are never muscular enough.

Relatively little is known about the disorder, nicknamed 'bigorexia', as it was only formally recognised by doctors in 1997.

Dr Stuart Murray, a world expert on muscle dysmorphia, has estimated around 1% of the UK population has the illness or symptoms of it, but that could be just a fraction of the real picture because many sufferers are too ashamed to seek treatment.

"When we look at the literature over the last three decades we've seen the number of men dissatisfied with their body triple," he said.

"There's data suggesting men would be prepared to sacrifice years off their life for bigger biceps for instance which wasn't even heard of in the 70s or 80s, in the lay public at least."

Sufferers often adopt strict dietary regimes and would find it terrifying to miss a gym session.

Dr Murray said: "A gentleman I was working with had a broken wrist and he continued to train because the pain of potentially losing muscle far outweighed the pain of training with a broken wrist."

Edouard 'Spyk' Gheur, a former Hollywood stuntman, bodybuilder and model, used to consume 10,000 calories per day and spend six hours a day, six days a week in the gym.

But despite being 18 stone and abnormally muscular in the eyes of those around him, he still felt small.

He told Sky News: "I just never felt big enough. Every morning I'd wake up go to the bathroom and look in the mirror and I was thinking 'I need to be bigger'."

But his obsession came to a dramatic end when he suffered a heart attack after years of using steroids to help him achieve his impossible goal.

His main artery exploded, leaving him in a coma for six weeks.

Among the various theories behind the increase in cases of muscle dysmorphia is the suggestion that men are comparing themselves to the current Adonis-like movie stars.

The editor of Men's Fitness magazine, Nick Hutchings, said action heroes do appear to have changed shaped in recent years.

"We've gone from the likes of Bruce Willis to Jason Statham - the kind of gruff, very manly, but not particularly well-developed guy, to this kind of hyper-ripped star who looks capable of anything."

However, muscle dysmorphia experts are keen to stress that weight-lifting and visiting the gym are generally healthy activities.

Elizabeth Kinston: Body Found In GP Search

A woman's body found in grassland is believed to be that of missing GP Elizabeth Kinston - in what police said was a "tragic conclusion" to their investigation.

The 37-year-old mother, who had been suffering from postnatal depression, was last seen on November 1 after leaving her home in Beeston, Nottinghamshire.

The body was discovered near Enterprise Way in the Dunkirk area of Nottingham on Thursday afternoon by officers searching for her.

A post-mortem examination has taken place but the results are expected to take several weeks.

The death is not being treated as suspicious at this time, a police spokesman said.

The discovery came after emotional appeals were made by Mrs Kinston's husband David and her sister Charlotte for her to return home.

Police also released CCTV images of Mrs Kinston's movements on the day she went missing in an attempt to trace the missing doctor.

The 37-year-old woman had been on maternity leave after her second child was born in January.

Police have said she was known to have been battling with postnatal depression since the birth.

Detective Inspector Kev Broadhead, from Nottinghamshire Police, said: "Formal identification has yet to be confirmed, but at this stage we do believe we have found Elizabeth.

"It's a tragic conclusion to the inquiry and one we were all desperately hoping we would not have to face.

"It's been an unprecedented response and something I know her family would like to give heartfelt thanks for.

"It has given them incredible strength through these difficult days.

"David's priority will be his two little girls and getting them through this. We are supporting them during this difficult time."

Typhoon Haiyan: Cameron Pledges Extra £30m

The UK Government is to give an extra £30m in aid to help the relief effort after the devastating typhoon in the Philippines.

Prime Minister David Cameron said it was clear more aid was needed after "watching appalling scenes of mass destruction".

During a news conference in Sri Lanka ahead of the Commonwealth summit, Mr Cameron said: "Today I can announce we are providing another £30m to support the UN and the Red Cross emergency appeals and we are also supplying an RAF C-130 Hercules aircraft to help ensure aid workers can move between the worst affected areas and get aid to those who need it."

It brings the total amount of aid donated by the Government to £50m.

Donations by the British public to the Disasters Emergency Committee's typhoon appeal have reached £33m.

Mr Cameron's pledge comes on the day another RAF cargo plane carrying heavy duty vehicles and medical supplies arrived in the Philippines as part of Britain's emergency response.

The huge C17 transport plane, carrying two JCB diggers, two Land Rovers and a forklift truck emblazoned with stickers reading "UK aid from the British people", landed in Cebu province on Saturday morning.

Sky's Defence Correspondent Alistair Bunkall, who was onboard the plane, said: "The flight stopped off en route in the Middle East and Singapore and needed three flight crews to make the journey.

"It will now return to the Philippines with more aid in the next few days."

UK ambassador to the Philippines Asif Ahmad told Sky News: "The C17 load is being handed over to the UN immediately so it can be taken to where the need is most.

"I've just been talking to the commander here of the (air) base, who is facilitating the movements, and his reaction on hearing of the Prime Minister's commitment is, 'You bring tears to my eyes every time I speak to you, tears of joy'."

Squadron Leader David Blakemore, who flew the plane from Singapore added: "Hopefully there will be a few more missions and we'll be able to support the Philippine people over the coming weeks with the aid effort."

A 12-strong team of British doctors, surgeons and paramedics are already in the devastated country helping to treat survivors.

Mr Cameron said: "A week after Typhoon Haiyan hit, the scale of the disaster is becoming clearer every day - over 3,600 dead, nearly 12 million affected.

"They are going to need sustained help from the international community as they start to rebuild their lives.

"I'm proud of the fact that the UK has taken the lead in international relief with rapid response of warships, aircraft and equipment."

Authorities in the Philippines have put the official death toll at 3,633, with 1,179 people missing and nearly 12,500 injured.

The UN has put the number of dead at 4,460 and said that 2.5 million people still "urgently" required food assistance.

At least 600,000 people have been displaced with many homeless, and large numbers of survivors are struggling without food, water and shelter.

Meanwhile, the Foreign Secretary has confirmed a number of British nationals remain unaccounted for in the Philippines.

Among those feared dead is Colin Bembridge, 61, was staying with his Filipino partner Maybelle, 35, and their three-year-old daughter Victoria near Tacloban when the storm struck.

The Philippines government has defended its efforts to deliver aid, with interior secretary Mar Roxas saying: "In a situation like this, nothing is fast enough."

Workers in Tacloban have been burying scores of unidentified bodies in a mass grave as desperately needed aid begins to arrive.

Charity organisation Save the Children said three lorries carrying household and family hygiene kits will set off in convoy from Manila to reach Tacloban and will benefit 5,000 people.

Additional fuel, which has been in very short supply in the area, will also arrive and enable further distributions to take place over the coming days.

Body Found In Well: Seven Held In Murder Probe

Seven men have been arrested on suspicion of murder after a body was found in a well 7ft below ground in several feet of water.

Police were called to the scene - in the front garden of a large house in Warlingham, Surrey - on Friday afternoon.

The body of the white adult was discovered by two gardeners who were doing clearing work at the property, which is in an acre of grounds in an affluent area.

It has now been removed from the well by specialist officers.

Earlier, detective Chief Inspector Cliff Lyons said: "The body presents a number of logistical challenges.

"The well is 2ft in diameter, it is 7ft deep to the water line, and the water is approximately 4ft deep.

"We need a police marine diving team, with breathing apparatus, and we need to recover the body intact to preserve forensic evidence.

DCI Lyons told Sky News: "It is clear to me the body has been placed in the well as opposed to falling in the well and therefore it is a murder investigation."

He added: "It is not possible to ascertain with accuracy the gender of the body but, judging by the size, it is most likely to be an adult, not a child. The person is white.

"It's not been there for an extended period of time, it will be a matter of weeks at the most."

He appealed for anyone who had concerns about a person who has gone missing, especially if they had connections to that area, to come forward.

'Most Wanted' Escapes After Police Stop Car

A police officer has been injured after he was dragged along by a car allegedly driven by a "dangerous" wanted criminal.

Brian Thexton, who was thought to be hiding in Spain, was sighted in Lancaster on Friday morning, police said.

The 37-year-old man was apparently seen in a white Vauxhall Insignia at around 9am and was asked to pull over by an officer in Aberdeen Road.

He walked over to the car to speak to the driver, and reached into the vehicle to remove the keys from the ignition, a police spokesman said.

But then the car was driven away, trapping the officer's arm and dragging him a short distance down the road, he added.

"Fortunately, the officer freed himself before he was seriously injured. The car was then driven away at speed, mounting the kerb, narrowly missing pedestrians", he went on.

The vehicle was found a short time later having been set on fire on Fernham Carr Lane.

Thexton, from Durham, is on a list issued on Thursday of 13 of Britain's most wanted criminals thought to be hiding in Spain.

He is accused of being involved in robberies where a gang would tie up homeowners and force them to give up alarm codes and safe combinations.

In one the gang impersonated police officers to dupe the victims into opening the door, before brandishing a pick axe handle and a baseball bat.

He is also awaiting trial for conspiracy to supply cocaine, over claims that he was the middleman in the sale of half a kilo of the drug, and had admitted conspiring to steal cars and machinery.

The list was published as part of Operation Captura, a scheme to trace criminals who are thought to have fled to Spain.

Detective Inspector Bev Foster said: "This man has shown himself to be dangerous and to have very little regard for his actions.

"So we would ask the public to be vigilant and not to approach him but report any sightings to the police immediately - any details the public may have could be crucial.

"If anyone thinks they have seen him or if they have any information at all, then I would urge them to come forward and contact us."

Sri Lanka President: 'We Have Nothing To Hide'

Sri Lanka's leader has said his government is ready to investigate any allegations of war crimes and human rights abuses against his forces.

It comes after Prime Minister David Cameron called on President Mahinda Rajapaksa to conduct an independent inquiry by March into claims of war crimes - a deadline set by UN human rights chief Navi Pillay.

The PM said he would press for an international investigation if the regime fails to hold a credible probe by then.

The UN and rights groups say as many as 40,000 civilians may have been killed in the final stages of the 25-year civil war against the rebel Tamil Tigers in May 2009.

But Mr Rajapaksa has denied any civilians were killed.

And he has blocked all calls for an independent probe into claims of war crimes committed by government forces against the Tamil population in the northern Jaffna region.

He told reporters there had already been a series of measures including a commission looking into missing people.

He said: "We will take our time and we will investigate into nearly 30 years of war."

He added: "If there are any allegations we are ready to inquire into it. We have nothing to hide. It's a free country. We need time to settle these things."

Mr Cameron is pressing the regime to do more to improve conditions for the Tamil minority.

He met Mr Rajapaksa, who has been hosting a Commonwealth summit in Colombo, on Friday to discuss the human rights issue and they had more talks on Saturday.

The PM said he was committed to keeping up the pressure over the longer term. He said: "These issues are not solved by one visit, this is not a flash in the pan, it's a dialogue, a conversation."

During his trip to Sri Lanka, Mr Cameron went to the war-scarred north of the island - the first visit by a foreign leader to the region since 1948.

He met families still unable to return to their homes after spending 20 years in refugee camps and was mobbed by protesters who claim relatives were murdered by the state.

The PM insisted he had given a "fair reflection" of the need for improved human rights after cricketer Muttiah Muralitharan suggested he had been given a false picture of his country.

The spin bowling great, who is a Tamil, said Mr Cameron had been "misled" about the latest situation in the north.

Mr Muralitharan said: "I'm a sportsman and we don't think about politics. My opinion is, there were problems in the last 30 years in those areas.

"Nobody could move there. In wartime I went with the UN, I saw the place, how it was. Now I regularly go and I see the place and it is about a 1,000% improvement in facilities."

Mr Cameron said: "The Sri Lankan government needs to go further and faster on human rights and reconciliation.

"I accept it takes time but I think the important thing is to get on the right track. This issue is not going to go away, it's an issue of international concern."

In response to Mr Cameron's comments, a senior Sri Lankan minister reaffirmed that the country's government would "definitely" not allow it.

Economic development minister Basil Rajapaksa, who is the president's brother, said: "Why should we have an internal inquiry? We will object to it ... Definitely we are not going to allow it."

Mr Cameron acquitted himself well when he pitted his batting skills against some "Murali" deliveries at a cricket ground in Colombo.

They were there to talk about the sportsman's initiative to bring together youngsters from Tamil and other communities through cricket as part of post-war reconciliation efforts.

Typhoon Haiyan: Britons Are Among The Missing

A number of Britons are missing following the devastating typhoon in the Philippines, Foreign Secretary William Hague has confirmed.

The news that a number of British nationals remained unaccounted for came as it emerged that donations to the UK's Typhoon Haiyan charity appeal have reached £33m.

Among those feared dead is Colin Bembridge, 61, from Grimsby, who was staying with his Filipino partner Maybelle, 35, and their three-year-old daughter Victoria near the city of Tacloban when the storm struck.

Channel 4 News said Mr Bembridge had been visiting his girlfriend's relatives and had hired a beach house in Baybay, one of the ravaged coastal villages.

The mother of Mr Bembridge's partner, 79-year-old Lydia, showed the programme the wreckage of the beach house where her daughter and granddaughter had been staying and said they had not been seen since the powerful typhoon struck eight days ago.

A Foreign Office spokesman said Mr Hague spoke on the phone to Philippines Secretary for Foreign Affairs Albert Ferreros Del Rosario this afternoon to offer his condolences.

"The Foreign Secretary confirmed that a number of British nationals remained unaccounted for," he added.

"He asked that every possible assistance be given to any British people caught up in the disaster."
